7. The installation package cannot be installed by the Windows Installer service?

This is an indication that the installer is corrupt. This type of problem usually happens while downloading: the file is not downloaded in it's entirety for some reason.

You should download the software again and make sure that they download directly through their browser (not through a third party "downloader" program). You should save the installer to a location that they will remember, like their desktop. When you install again your problem should be solved.
